I made a modification to background streams that should not make them play at 100% when you first launch them. This is a bandaid fix until we push out the next client update. The show rules option under the main menu, as well as the prompt for RSGames rules agreeing now gives you the option to read the rules in your WebBrowser, or keep everything in the client and read the rules in a menu based format.
