A change to background streams

I made a modification to background streams that should not make them play at 100% when you first launch them. This is a bandaid fix until we push out the next client update. I don't expect this to break any other sound streaming, but if you notice any bugs please do let me know. The f3-F4 can still be used to raise and lower the stream, but you shouldn't hear music at max volume anymore.
