Added a page on the website to see all posted changes

By going to http://game.rsgames.org/changes/display.php you can see each change that has been posted in a well-organized table. For added convenience, especially for visually impaired users utilizing a screenreader, you can simply navigate by heading to quickly jump from title to title. Using this in conjunction with table navigation you can see all aspects of every change posted--time/date, title, and the full text of the change. Again, the title is under the first major heading (i.e heading level 1) for added convenience. Enjoy!
