Manual Game Master Switch and Kick Command Restriction

A game master switch feature has been added to allow you to manually hand off the game master position to another unidle player. The key command for this is Alt+G in any game. To accept the request once it has been issued to you by a game master, hit Alt+S. The kick command has been modified and is now restricted to the game master's use only. However, if the game master has been idle for longer than the game idle time, the player using the kick command will be given the opportunity to take the game master position. Lastly, the F9 command has been restricted to game master use only.
